Gen Mgta fundamental change in direction and strategy for an organization that affects the way in which the organization is structured. Corporate restructuring may involve increasing or decreasing the layers of personnel between the top and the bottom of an organization, or reassigning roles and responsibilities. Invariably, corporate restructuring has come to mean reorganizing after a period of unsatisfactory performance and poor results, and is often manifested in the divestment or closure of parts of the business and the outplacement, or shedding, of personnel. In this case, corporate restructuring is used as a euphemism for delayering, rationalization, downsizing, or rightsizing. -

Downsizing may be part of a rationalization process, or corporate restructuring, with the removal of hierarchies or the closure of departments or functions either after a period of unsatisfactory results or as a consequence of strategic review. The terms upsizing and resizing are applied when an organization increases the number of staff employed. -

•• Слова, образованные при помощи этих приставок (кстати, прежде не самый распространенный способ словообразования в английском языке) сегодня в изобилии присутствуют в речи, в публицистике, в экономической и технической литературе.
•• Начнем со слова downsizing. В Новом БАРСе дано только одно значение глагола to downsize (с пометкой амер.) – уменьшать габариты и массу (автомобиля). В последнее время значение этого слова стало значительно шире. Downsizing превратился в термин из сферы управления и одновременно в распространенное понятие. В повседневной речи глагол to downsize означает избавляться от лишнего, «отсекать ненужное». Corporate downsizing – одна из главных тенденций в экономической жизни Запада последнего времени – означает отказ от ненужных звеньев или непрофильных для данной корпорации структур, а нередко по существу – сокращение штатов, хотя последнее не вполне описывает данное явление. В общем, речь идет, можно сказать, о сбросе лишнего веса. Попытки найти ясный и емкий русский эквивалент оказались не слишком удачными. За неимением лучшего в устном переводе пробовали вариант разукрупнение, который мне, честно говоря, не очень нравится. Конечно, не всегда обязательно переводить одним словом (и к тому же существительным), но посмотрим, не возникнет ли в русском языке подходящее слово. Я признателен А.Шаракшанэ, который обратил мое внимание на вариант структурное сокращение.
•• Теперь о некоторых других словах, начинающихся с down-. Советую их «коллекционировать», так как здесь мы имеем дело с очень продуктивной словообразовательной моделью:
•• downbeat – пессимистический, унылый (антоним upbeat соответственно – оптимистический, бодрый);
•• download – загрузить с другого компьютера или из Интернета;
•• downside – оборотная, непривлекательная сторона чего-либо (как ни странно, Новый БАРС дает лишь нижняя сторона). Заголовок статьи из журнала Time иллюстрирует интересующее нас значение: Upside, Downside: The benefits of globalization could be jeopardized if governments fail to address the problems it engenders;
•• downstream – (в нефтяной отрасли) относящийся к переработке и сбыту нефти (в отличие от upstream – относящийся к добыче);
•• downtime – простой по вине техники, часто компьютеров. Есть еще одно значение, не отмеченное в словарях, – время отдыха.
•• Не менее, если не более продуктивно образование слов при помощи приставки up-. К уже упоминавшемуся upstream добавим хотя бы следующие примеры:
•• upfront – обычно описывает действия, совершаемые на начальном этапе какого-либо процесса (upfront taxes, upfront incentives; upfront payment, как ни странно, близко по значению к down payment – первый или авансовый платеж);
•• upgrading – модернизация, реконструкция;
•• uplift – эмоциональный подъем;
•• upscale (e.g. upscale neighborhood, upscale store) – ближе всего по значению к русским словам элитный, престижный. Пример из статьи о так называемых glossy magazines (журналы на глянцевой бумаге, журналы типа Vogue): Liberman established the lush look and feel that would draw upscale readers and advertizers. – Либерман создал роскошный внешний облик и фактуру журнала, привлекательные для состоятельных читателей и элитных рекламодателей.
•• upstanding – честный, прямой, порядочный (это значение зафиксировано в Новом БАРСе);
